Add a 1099 code/ability to tie to a vendor to commissions withheld from deposits Merged

This would save time with 1099's, as some vendors withhold commissions from checks paid to clients, and then the client must turn around to issue a 1099. Instead of need to manually enter the amount into the 1099, the transaction/1099'ed expense would already be tied to the vendor.
