Email the Workflow Delegation Report

In Legacy, once a workflow substitution rule expired, Datafaction would send out a workflow substitution report to the Approver that shows the client(s)/invoices that were approved on their behalf. Add this report to AgilLink as Partners will want to see the report, but not have to log into AgilLink to manually run it.
