Custom Categories now requiring a field name to create

In doing admin training for DeThomas Bobo today it seems there is a change in how the custom category page operates. When trying to create a simple custom category of AP Backup the page would not let me submit it unless I put something in the field name as well. This has never been a requirement for setting up a custom category and should not be required to submit.
