Making partial AP payments without having to reopen the GL to print

In order to make a partial payment on an old invoice it is presently required to reopen back to the invoice period in order to make the payment. And then one needs to reclose. We do have instances in with small payments are made on old invoices, sometimes over a number of years, and it is cumbersome to have to reopen the GL in order to print the payment. In Legacy this was not an issue.
