Invoices with an approval status of HOLD should not be editable (including deletions) except by user who placed hold

As an approver, I like to place invoices (that are pending my approval) on hold. While these invoices are on hold, I don't want them to editable by anyone else, including being deleted. By concern is that someone could edit or delete an invoice that I'm investigating, then resubmit a new invoice that gets approved by someone else.
