Recurring Invoices - Amount is always different/Stop at "To Review"

A recurring invoice should not be allowed to move past “To Review," if it was set up to require that the amount needs to be changed, as it is always different. This would ensure that a recurring that was set up for $1 is not accidentally approved and sent through workflow.
