Entitlements filter- ability to select active/inactive bank accounts only

Entitlements filter- ability to select active/inactive bank accounts only. Currently when filtering all clients (it lists both active/inactive bank accts). Other options to filter is entitlements available or not available.

The all clients option is causing issues enabling entitlements across several clients and those specifically that have both active/inactive bank accts,
