Set Review/Approval Requirement by User, not Work Flow

It would be helpful with new hires to have just their work product require review/approval, rather than requiring review of workproduct of all users. Eg - All work product of trainee triggers review/approval rather than ALL JE's, Deposits, etc. by all users being reviewed.
