Time out notifications on every page

A time-out notification should appear on every page available in the system. If a user has not been active for a certain period of time, prior to logging them out, a notification should appear to enable to stay logged in or be logged out. Currently, it only appears on certain pages, and lasts for a minimum amount of time.
