SWIFT code maintenance - add either a user role attribute to exclude this field, or have separate admin function to view and maintain SWIFT

It's important to have control over the banking information attributes like SWIFT code and presently you have to either lock everybody out of e-pay maintenance altogether for vendors or lose all control of SWIFT codes (which are shared for the entire site). There is also not good visibility of the details and impossible to figure out who is using which SWIFT code on vendors
