More Descriptive Error messages in the Approve Transfers inbox menu.

Users are concerned with the error messages when approving invoices because they do not describe the problem and do not allow them to resolve the issue. Users receive generic error Unable To Perform the Operation but if they go into the transfer itself and try to approve, they receive a much more detailed explanation.
