User role option to restrict adding roll-up accounts Merged

Admins would like their bookkeepers to have the ability to add new detail accounts to the template but have the roll-up account restricted. For example, only 4100-001 & 4100-002 exist on the template and roll-up to 4100-000. But the user who cannot add to the template is unable to define 4100-003.
