Add access to Manage Financial Periods from anywhere, similar to what was done with Uploading (placed at the top of all screens)

It is common to run into realizing you are in a closed period and need to open, or vice versa, when running reports or entering/updating transactions. This would be super efficient as we would not have to open a new tab or leave what we're working on to manage the period.
