Send notifications to firms when there are no positive pay decisions

There should be an option to opt in for email notifications for positive pay decisions when there are no decisions to be had. Firms could opt in so that when the positive pay file is received and downloaded, firms that do not have any decisions would receive an email letting them know there are no decisions so they are not left waiting to see if the file is late or not. This would help to inform users of when there are no decisions because there are none and not when there is an issue with the file processing.
