Add Paperclip/Upload Link to "Define Vedors" module Merged

It would be nice to be able to upload W-9's ( and/or other important docs) in the Define Vendor module when creating a new vendor.

I used to work using Tyler Munis and we had that nice feature on there.

This way it helps keep all important vendor docs in one place rather than scattered in the upload section.
