Budgets

Should be able to create a budget irrelevant of time. For example, a concert tour that could be over several years.  Assuming I use levels for coding all income/expenses to a specific tour, I should be able to create a budget so I can do a budget to actual in Agilink

Users are running reports as of 6/30 with Budget Q3 & Q4 columns. Since these budgets have amounts in future periods, the report displays as $0.00. Budget columns should display what the balances are regardless of when the user runs the report.
