The behavior of the role choice of "Reactivate Bank Account" is wrong or should be expanded. It makes sense that an Account Manager should be able to inactivate a bank account and not require Admin to do it for them. Then the Role choice of Reactivate Bank Account should be left to Admin. i.e. once its off, only an Admin can turn it back on. Instead support has confirmed that this Role choice effects both. (Inactivating and Reactivating).
Please either add an additional role to allow Inactivating, or make the name of the only available make sense and allow anyone to inactivate, but only reactivate if they have the existing Role "Reactivate Bank Account"
