Create a view-only user role for users to just view the bank account definition

Certain users should be allowed to view the bank definition page, but not have the ability to create bank accounts, or make any changes to the definition. Users can currently view the entitlements page without being able to check off entitlements, however, if users need to obtain routing numbers, etc., that information is not available.
