Transactional Categories to be listed before Custom Categories

The system defined transactional categories should always be on top of the list when associating documents. Currently when a custom category is created, if there is no Asterix, then they are listed in alphabetical order with the transactional categories. This then mixes up the categories, which is not organized and becomes confusing.
