Desired Check Date for CNS Transfers

For transfers to and from a City National Securities money fund, users should be able to use a desired check date for book transfers. Current AgilLink functionality seems to preclude you from using the desired check date for these invoices because it's using the book transfer payment method. This exclusion was put in for the book transfers in the legacy system, and should also be included in AgilLink.
