Pending Transactions and Transactions Alerts Only Highlighted When Alerts Available

Currently, the pending transactions and transaction alerts are ALWAYS highlights orange and red. Making it desensitize us to when there are numbers in those alerts, since they are always highlighted red and orange, even at zero.

Can these be unhighlighted until there are alerts that need addressing? That would help flag when something actually needs our attention.
