User Role for editing header/disclaimer on reports

Would like the ability to 'lock down' the ability to edit the header/footer/disclaimer on any reports. Currently if you are allowed to run reports you are able to run them without these items. Jason feels like this should be able to be locked down by the admin so they cannot be changed
