GL ACCOUNT DESCRIPTIONS (ALL CAPS to Mixed Case) Merged

In legacy we could convert from Mixed Case to ALL CAPS and vice versa. We need to allow users to do the same in AgilLink to maintain consistency with GL account descriptions
