Deleting an account from a clients chart

If a new account is setup in a clients chart and no journals are coded to the account, the user should be able to delete the account. If manage financial periods has been run the system blocks the deleting of the gl account saying underlying data exists. Reported by Gelfand, Rennert & Feldman
