Apply same style and function to all Reporting Year fields in 1099 modules

There are three different styles of the Reporting Year field throughout the 1099 modules.

Most of them read "Enter Year" in the middle and have the option to click and open a calendar (see Transactions > Print Forms). The fields in the E-File and 1099 Tracking modules should follow the same style as seen in the Print Forms module.

Also, the Reporting Year field in the 1099 Tracking module allows the user to enter alphabetical characters (but cannot submit the screen with them) and is missing the calendar. See screenshots attached.
