Create tool for support to process/re-process entitlement file manually.

Currently the entitlements file is only processed once per day early in the morning (~ 4:00 a.m.)  Support often needs to A) reprocess today's file as in the case where a CIS# was not added to a new site or B) to query mway for a new file mid-day and process that when as in the case where there is a "rush" entitlement on the CNB side.
