In user rolls, assign the ability for a user to only assign a workflow delegation, not set up a workflow.

Currently a user can be assigned "Workflow" authorizations. This includes setting up, editing and deleting workflow rules but it also includes allowing that user to set up a workflow dellgation. It would be handy if I could assign certain users the ability to only set up delegations and not create workflow rules.
