Categories - need a way to prioritize those created on site vs imported/repetitious

When users are presented the list of categories from which to choose, it's useful to prioritize them to those created in the site vs those inherited from others. Over time, it becomes unmanageable and everybody has already figured out the * in front of the name. A system to tag them for priority by admins would be very useful data management
