Create tool for admin to replace user A with user B in workflow rules.

Often times as users are promoted in a firm they go from being Approver step 1 to Approver Step2. Or a user will leave the firm and all rules with that user need to be replaced with a new user. A tool to perform these actions will greatly assist the admin.
