Allow ONLY High Priority items notifications in Workflow notifications screen.

User's would like to filter notifications to be ONLY high priority items. In order to receive High Priority notifications they must turn on all notifications. It's ALL or NONE when it comes to notifications. THe user would like to add a feature to only allow high priorities to go through.

currently you must receive standard notifications to also receive high priority notifications. This should be changed so that users can receive high priority only
