Ability for users to view journal entries even if they cannot create a journal entry.

Currently you can set up a role for a user "View" a journal entry but the View does not work if a user does not have the ability to create a journal entry. The Image linked to the journal entry is in a tab that the View Only useer does not have access to . Why have a View Only option if the View Only option is impossible?
