Don't allow approvers/releasers to approve/release international wires if it is past the bank's cut-off time.

We had an international wire go through the entire workflow for with 2 approvers and 1 releaser all approving after the cut-off time. It would be nice if the approval/release process was not possible if there is no way the wire was going out. How about an error message like " Unable to approve. Past int'l wire cut-off time."

Particularly during releasing, cut off times for electronic transactions should display. Adding this to the box that appears when entering the release code may be an option
